policy maker regulate the environment before scholar raise their idea of a wonderful world, managers follow the business rule to run the ideas developed mutually agree between policy maker and scholar; this is my intepretation of current PBS development; the 2 extream of policy debating will drive the Public TV platform fundation to different destination; if operation excellency is the key issue, then they need to recruit professional manager before exercise the policy direction; if to reduce goververment liability is the prerequiste, then non - PBS development for TTV and CTS is a better solution, the managerial role in intergrate the PBS platform won't so relevant; as an obverserver, I am follow the media and check where I might be in the game.
